CLEVELAND, May 3 -- U.S. Representative Marcy Kaptur (OH-9) joined company officials and community leaders to christen a newly-built tugboat, "Handy Three," at the Great Lakes Shipyards.
 
Kaptur said construction of the tugboat, made possible under the Shipyards Act, created approximately 100 jobs.
