Rep. Marcy Kaptur attempts crackdown on EPA Administrator Scott Pruitt's pen

A Washington Post report that EPA Administrator Scott Pruitt spent $1,560 on 12 customized fountain pens from a Washington jewelry store sufficiently peeved Toledo Democratic Rep. Marcy Kaptur that she inserted an amendment into a spending bill to limit Pruitt's pen costs.
