Kaptur Statement On Federal Inaction From HHS And Impact On Toledo Teachers, Students, And Head Start Program

December 1, 2025
Toledo, OH – Today, Congresswoman Marcy Kaptur (OH-09) released the following statement after the Department of Health and Human Services (HHS) failed to provide funding for Toledo Public Schools Head Start Program, causing the closure of the program effective immediately, today December 1st. This follows the Trump Administration’s cancelling of more than $100 Million in already awarded and Congressionally Appropriated funds for the City of Toledo over the course of 2025.
“The Administration’s inaction has now interrupted the education of more than 1,000 young minds, and caused additional burdens for educators and their families,” said Congresswoman Marcy Kaptur (OH-09). “My office, and those of Ohio Senator’s Husted and Moreno, have made repeated inquiries to HHS for weeks and have yet to receive a response. The education of Northwest Ohio children is not a political game, and parents and educators in my district demand clarity and a full restoration of service. This follows efforts by the Trump Administration earlier this year to end Head Start funding nationwide. I will not rest until this funding is restored, and will continue to work with Toledo Public Schools and its educators to do just that.”
