Kaptur Statement on Passage of America COMPETES Act

Washington, D.C. – Today, Congresswoman Marcy Kaptur (OH-09) released the following statement after the House passed the America COMPETES Act. In a vote of 222-210, Rep. Kaptur joined nearly every House Democrat to pass the bill, while nearly every House Republican voted against it. The House and Senate will now negotiate differences between the America COMPETES Act and the United States Innovation and Competition Act.

“For American workers and manufacturers to succeed in the 21st century, we have to invest in them aggressively and immediately,” said Rep. Kaptur. “China and other penny-wage nations are hell-bent on stealing American jobs and technology. The America COMPETES Act will turbocharge domestic manufacturing, strengthen our supply chains, and crack down on China’s exploitative trade practices. By building on the progress of the Jobs and Infrastructure bill, we will reshore good-paying jobs and support the Middle Class workers who make, build, and grow that which makes, builds, and grows America.”

Key elements of the AMERICA Competes Act

  • $52 billion investment in domestic semiconductor production, with $2 billion focused on legacy chips for the U.S. auto industry
  • $45 billion investment to support supply chain resilience and increase the manufacturing of critical goods, industrial equipment, and state-of-the-art technology
  • $3 billion investment to build new solar manufacturing facilities and retool, retrofit, or expand existing solar manufacturing facilities. Rep. Kaptur introduced and passed an amendment to the bill to ensure economically distressed regions like those in the Great Lakes region receive elevated consideration for funding
  • Creation of regional innovation and technology hubs through partnerships between local governments, colleges and universities, private industry, non-profits, and community organizations
  • Establishment of new apprenticeship programs in nontraditional industries such as information technology and health care
  • Strengthening of U.S. trade laws to protect American workers and combat China’s unfair, anti-free market trade practices that distort the global market
