Kaptur Votes for Bipartisan CHIPS and Science Act to Invest in American Manufacturing, Supply Chains

Washington, D.C. – Today, Representative Marcy Kaptur (OH-09) released the following statement after the House passed the CHIPS and Science Act to invest in American manufacturing and supply chains. In a vote of 243-187-1, Rep. Kaptur joined 218 House Democrats and 24 House Republicans to pass the bill, which will now be sent to President Biden for signature.

The Creating Helpful Incentives to Produce Semiconductors and Science (CHIPS and Science) Act is comprehensive legislation that boosts American economic competitiveness and national security, creates good-paying jobs, and lowers costs by investing in domestic manufacturing and strengthening supply chains across the country.

While China and other foreign competitors are heavily investing in their own semiconductor manufacturing capacity, the United States currently only produces 12 percent of what it needs for everything from automobiles to computers – down from 37 percent in the 1990s. The CHIPS and Science Act’s investments are strategically targeted to restore the U.S.’s position as a world leader in manufacturing innovation. As part of the bill, Rep. Kaptur advocated for the inclusion of automotive-specific investments and incorporated a provision that directs for the Great Lakes region to be prioritized for clean energy incubator investments.

Highlights of the CHIPS and Science Act

  • Job-Creating Hubs: $11 billion for the Department of Commerce (DOC) to create 20 geographically distributed Regional Technology Hubs to focus on technology development, job creation, and expanding U.S. innovation capacity, including $1 billion dedicated to a RECOMPETES grant program for economically-distressed communities
  • Semiconductor Manufacturing Incentives: $39 billion for assistance to build, expand, or modernize domestic semiconductor manufacturing facilities and equipment, including $2 billion specifically for legacy chip production geared toward automotive and related manufacturing
  • Research and Development: $11 billion for DOC research and development programs and workforce development initiatives, including the National Semiconductor Technology Center and National Advanced Packaging Manufacturing Program
  • Advanced Manufacturing Investment Tax Credit: Establishes a 25 percent investment tax credit to incentivize construction and modernization of semiconductor manufacturing facilities
  • CHIPS for America’s Defense Fund: $2 billion for Department of Defense microelectronic research and development and semiconductor workforce training
  • CHIPS for America Workforce and Education Fund: $200 million for the National Science Foundation for microelectronics workforce development
