Washington, DC — Congresswoman Marcy Kaptur (OH-09) Ranking Member of the House Appropriations Subcommittee on Energy and Water Development released the following statement after the House and Senate passed the Further Consolidated Appropriations Act, 2024 to fund Defense, Labor, Health and Human Services, Education, Financial Services and General Government, State, Foreign Operations, Legislative Branch and Homeland Security.
Washington, DC – Today, Congresswoman Kaptur and Department of Agriculture Secretary Tom Vilsack announced the award of $6,098,294 for Toledo’s Restoring and Enhancing Tree Canopy for Resilience, Equity, and Engagement (RE-TREE Toledo). With approximately 17% canopy citywide, Toledo falls short of the target of 35-40% (the threshold for the greatest marginal cooling, and appropriate for the climate).
Perrysburg, OH — Congresswoman Marcy Kaptur (OH-09) today announced the award of a $10,285 Guiding Ohio Online award to Way Public Library in Perrysburg. The funding is made possible through the federal Library Services and Technology Act (LSTA), administered by the State Library of Ohio with support from the Institute of Museum and Library Services (IMLS).
Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09) announced a $3.935 Million United States Department of Agriculture (USDA) Rural Development Grant through the Fertilizer Production Expansion Program (FPEP) for Growers Mineral of Milan, Ohio in Erie County. This Rural Development investment will be used to help offset the costs associated with constructing a new facility, purchase of new processing, and manufacturing equipment, and climate-smart equipment.
Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09), ranking Member of the House Appropriations Subcommittee on Energy & Water, announced that the National Fish and Wildlife Foundation (NFWF), through its National Coastal Resilience Fund, has awarded The Junction Coalition a $608,000 grant to plan and implement wetland conservation and floodplain reconnection within a vital wildlife corridor in the heart of Toledo. The funding is made possible through the Bipartisan Infrastructure Law which Kaptur helped to pass in 2022.
Toledo, OH – Today, Congresswoman Marcy Kaptur (OH-09) announced that Mercy Health will receive a $198,033 Mental Health and Substance Abuse Service Grant from the United States Department of Health & Human Services Center for Substance Abuse Treatment. This grant award will be used to help fund a program dedicated to mental health and substance abuse training for emergency medical services professionals in rural areas across Northwest Ohio. The award is for training of EMS.
Defiance, OH – Today, Congresswoman Marcy Kaptur (OH-09) announced a $10,792,157 award for major rail upgrades for Napoleon, Defiance, & Western Railway (NDW) in partnership with Ohio Rail Development Commission (ORDC) though funds from the Bipartisan Infrastructure law, also known as the Infrastructure Investment and Jobs Act. This project involves development, final design, and construction activities for various track improvements, upgrades to multiple grade crossings, and bridge rehabilitation work — part of a multi-phase effort to improve the NDW.

This Rural Development investment will be used to purchase and install energy efficient grain dryer at HD Grain Farms in Whitehouse, Ohio.
Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09) announced a $10.5 Million loan through the US Department of Agriculture’s (USDA) Powering Affordable Clean Energy (PACE) program for the Village of Pioneer in Williams County. This transformative low-interest loan will support the development of a 4.9-megawatt solar field and a new electrical substation, positioning Pioneer as a regional leader in clean energy innovation. The total project cost is $20 Million.
