Kaptur Backs Bipartisan NDAA To Fund Military Operations and Provide Unprecedented Pay Raise For American Troops
Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09), a senior member of the House Appropriations Subcommittee on Defense voted to pass the National Defense Authorization Act of 2025. The legislation passed by a vote of 281 to 140, and now moves to the United States Senate for consideration.
“As a senior Defense Appropriator, I greatly appreciate the work of the defense authorizing committees and their collaboration in working to support our servicemembers at home and abroad,” said Congresswoman Marcy Kaptur (OH-09). “Ohio is home to over 31,000 servicemembers including those in the active duty, reserve, and National Guard and this legislation authorizes $121.1 Million for new projects to support them and our entire Northwest Ohio community. This legislation provides an unprecedented 14.5% pay raise for junior enlisted service members, and a 4.5% pay raise for all other service members, ensuring those who serve our nation are rewarded for their commitment to the cause of Liberty and defense of our grateful nation.”
The National Defense Authorization Act (NDAA) includes a topline of $883.7 Billion in discretionary funding, including:
- $849.9 Billion for the Department of Defense
- $33.3 Billion for the Department of Energy
- $500 Million for defense-related activities
- $121.1 Million for defense related upgrades and projects at instillations across the State of Ohio
- 14.5% pay raise for junior enlisted service members
- 4.5% pay raise for all other service members
Additionally, the NDAA includes provisions designed to promote energy efficient practices and lessen environmental impacts while focusing on threats to the environment and the health of service members by requiring the Department of Defense to procure PFAS-free cleaning products to the extent practicable and repealing the limitation on procurement of drop-in biofuels/sustainable aviation fuels. In January, 2022, while serving as Chairwoman of the House Appropriations Subcommittee on Energy and Water Development, Congresswoman Kaptur announced almost $250 Million to support research through projects and programs that reduce and eliminate lead and forever chemicals, PFAS, from drinking water. This research was funded through the Infrastructure Investment & Jobs Act (IIJA) also known as the Bipartisan Infrastructure Law (BIL), which Congresswoman Kaptur championed and helped pass into law in November 2021.
