Madam Speaker, I thank the gentleman for yielding.

With this resolution, Congress puts the Bushadministration on notice we take the first step toward a course correction in Iraq that theAmerican people voted last November.

We also put the leaders of Iraq on notice that our troopstrength there will be redeploying, not escalating.

This House cannot stand by and expect our courageoustroops to win the war against terrorism militarily while the Commander in Chiefloses it strategically and ideologically.

Ms. KAPTUR. Madam Speaker, it is hard to believe, but the Bushadministration, through its Director of National Intelligence, John Negroponte,has given a nod and green light to the Dubai Ports World deal.

Mr. Speaker, I rise to commend the exemplary efforts of the UnitedStates Coast Guard, along with many State and local agencies, for theirrapid response and flawless execution in rescuing 134 ice fishermenfrom an ice floe off the coast of Lake Erie on Saturday.

The call for help came in to the Coast Guard atapproximately 10:45 a.m. By early afternoon, everyone was rescued. Oneman, sadly, who had fallen into the water, later suffered a fatal heartattack, and our sympathy goes out to his family.

Madam Speaker, today the White House apparently made an announcementthat they're considering a proposal to head off potentially millions ofmore home foreclosures by using Federal funds to buy up at-risk loansand apparently refinance them. It's one of several proposals that theWhite House is looking at.

Mr. Speaker, Congressman Poe raises some very good points.One of the major reasons we should be renegotiating NAFTA is to dealwith many of the consequences of that trade agreement which was sold asa nirvana for the continent, and there are so many consequences thatare harmful to people in this country and to the other two tradingpartners. So I was very interested in his remarks.

Mr. Speaker, last night, President Obama said that in this time ofeconomic insecurity, America must avoid the possibility ofprotectionism. My friends, where are the fearsome red-herringprotectionists?

We all believe in free trade so long as it is fair trade,and I believe most of all in free trade among free people. Our Nationboasts the most open markets in the world, but one must recognize thatAmerica hasn't had a balanced trade account since 1975, yes, 1975.

Mr. Speaker, tonight as General Motors, Chrysler, and the UnitedAuto Workers struggle with the imposed government deadlines that willdetermine their survival, I wish to share with you Harold Meyerson'sarticle ``Break Up the Banks'' from The Washington Post last Friday.

You see, what has been holding up the deal to save theAmerican auto industry, save America's jobs, and breathe life intocommunities where wealth is actually created and not just traded awayis something not much talked about, and that is the megabanks,centered, yes, on Wall Street, again.
