I do not support an escalation of UStroop levels in Iraq.President Bush cannot lead Americato military victory in Iraqabsent a viable political solution that puts Iraq back together and redeploysour soldiers from that of an occupying force. His statement is three years toolate and several hundred thousand soldiers short. The President refuses to seethat his strategy to combat terrorism has created an Islamic Shia state, withthe relegation of the Sunni and the escape of Christians. Is this lopsidedresult really in the interests of regional peace long term?

I want to thank Representative Inslee for taking this special ordertonight on the very first night of the new Congress, the 110th Congress whichis going to be so historic. And Speaker Pelosi's remarks today aboutenergy independence for our country just rang so true. In a district like ours, which is a major new solar manufacturer, as well as wind turbine manufacturerand research region of the country. Coming from the auto belt, you don't thinkabout that. But yet we are a biofuels leader.

Ms. KAPTUR. Mr. Chairman, I rise in very strong support of the renewal ofthe Voting Rights Act.
Unfortunately, this great American struggle is not over. We have seen votersdenied their rights in recent elections as they have been incorrectly purgedfrom lists, their absentee votes not counted, and voting machine integrity andsecurity not assured.
